What are the Articles of Confederation?

No State shall engage in any war without the consent of the United States in Congress assembled, unless such State be actually invaded by enemies. (6.5)

PortraitMarch 1, 1781 — The Articles of Confederation was ratified today. The first written constitution of the United States, it stemmed from wartime urgency. Its progress was slowed by fears of central authority and extensive land claims by states before was the document was ratified.

Signed amongst the 13 original colonies that established the United States of America as a confederation of sovereign states, its drafting was by a committee appointed by the Second Continental Congress that began on July 12, 1776.

The approved version was sent to the states for ratification in late 1777.
